Licensing Committee Releases Draft Financial Fair Play Regulations

Iran’s Football Federation invites expert feedback on a new disciplinary, transparency, and financial stability framework for professional clubs.

The Licensing Committee of the Football Federation Islamic Republic of Iran (FFIRI) has issued a public call for expert input on the initial draft of its Financial Fair Play (FFP) regulations, aimed at enhancing discipline, transparency, and financial stability across Iranian football clubs.

The draft regulation formally titled the Code of Discipline, Transparency, and Financial Stability has been developed through:

  • Analysis of club financial records
  • Comparative studies of FFP laws in Qatar, South Korea, and European countries
  • Consultation with financial and legal experts
  • Alignment with Clause B, Article 78 of Iran’s Five-Year Development Plan (1403–1407)
  • Compliance with AFC’s regulatory framework

Call for Expert Feedback

The committee has invited academics, professionals, and football stakeholders to review the draft and submit their comments by email to cls@the-ffiri.com within one week of the announcement.

All submissions will be reviewed by the department’s expert panel, and feasible recommendations may be incorporated into the final version.

This initiative marks a significant step toward institutionalizing financial governance in Iranian football, ensuring long-term sustainability and alignment with international standards.
