VAR Stoppage Time to Be Reduced / Firm Action Against Benches and Restricted Communication with Referees

According to the official website of the Football Federation, Daniel Moradi, Head of the Refereeing Department, outlined the latest decisions taken regarding match officiating. Referring to the experience gained from the previous season in the use of Video Assistant Referee (VAR) technology, he stated that beginning this week, efforts will be made to minimize match stoppages related to VAR reviews as much as possible.
He added that the primary objective is to preserve the natural flow of the game and prevent prolonged interruptions. Therefore, VAR will only be used in situations that are deemed absolutely necessary.
Moradi also highlighted the role of the fourth official, stressing the importance of closely monitoring incidents on team benches. He noted that, in accordance with FIFA Laws of the Game, the fourth official has full authority to take visible and decisive action against misconduct on the benches. For instance, the regulation allowing only one individual to stand near the touchline within the technical area must be strictly observed. Any violation of this rule will be considered an offense and may result in immediate sanctions in line with FIFA regulations.
In another part of his remarks, Moradi emphasized the importance of regulating player communication with the referee. He stated that, under FIFA law, only the captains of the two teams are permitted to communicate with the referee from now on, and no other player is allowed to do so. Any breach of this regulation may result in disciplinary action ranging from a yellow card to a red card, and, if reported by the referee, could also lead to suspension.
Moradi concluded by noting that the precise enforcement of these regulations will contribute to better match organization, increased respect for referees, and an overall improvement in the quality of football. He expressed his expectation that all teams fully cooperate in implementing these measures.
