33rd General Assembly of Football Federation
According to the official website of the Football Federation, the 33rd General Assembly took place on Wednesday, December 31, 2025, at the conference hall of the National Football Center. Out of 86 eligible members, 82 attended the meeting, including 62 participants online and 20 in person, with all resolutions adopted through voting.
Hedayat Mombeni, the Secretary General of the Football Federation and secretary of the assembly, presented a detailed overview of the federation’s performance in his opening remarks. Following approval of the agenda by an overwhelming majority, he stated that during the past year, 17 national teams across different age categories were active, while 32 organized leagues were held nationwide in cooperation with provincial football boards.
Mombeni emphasized that all activities were carried out in line with the federation’s policies and programs and under the guidance of the Ministry of Sport and Youth, noting that despite existing limitations, efforts were made to implement approved plans in the best possible manner.
At the beginning of the assembly, three members were elected as observers, with Mooud Boniyadi-Fard receiving 70 votes, Ali Tajernia 73 votes and Peyman Haddadi 70 votes. Hossein Bajivand, Amir Farshad Tafakkori and Marzieh Jafari were appointed as vote counters. A video clip demonstrating the opening of digital ballot boxes was also shown to ensure transparency of the voting process.
A performance video produced by the federation’s public relations department reviewed key achievements over the past year, while honoring the martyrs of the 12-day imposed war. The clip highlighted major sporting successes, including historic qualifications, strong performances of futsal teams, notable achievements by women’s football and futsal teams, and increased participation of women in stadiums. It also referenced individual honors, international refereeing appointments for Iranian female referees, infrastructure improvements at the national teams’ camp, and the introduction of the Video Assistant Referee (VAR) system.
Following the presentation, the Football Federation’s performance report for 2025 was approved with 79 affirmative votes.
Consolidated and revised financial statements for the fiscal years 2023–2024 and 2024–2025 were then presented. Wahid Fadaei, the federation’s treasurer, announced that a €3.5 million contract with the national broadcaster for broadcasting and signal rights had been recorded in the federation’s financial statements. He also noted that six VAR systems manufactured by EVS had been purchased for €3 million, fully funded and settled through FIFA assistance.
Fadaei added that issues related to Shasta had been fully resolved under the supervision of the federation’s president and executive board, and confirmed the signing of major sponsorship agreements, including a three-year contract with Majid Atlas. He further stated that all tax-related debts and cases dating from 2009 to the end of 2022 had been fully settled.
The consolidated revised financial statements, showing a positive profit and loss balance, were approved with 75 votes, while the audited financial statements for the 2023–2024 and 2024–2025 fiscal years were approved with 76 votes.
During the assembly, the Financial Transparency and Discipline Regulations for clubs were approved with 70 affirmative votes. The extension of the mandate of the federation’s judicial bodies until new elections was also approved with 78 votes.
At the conclusion of the meeting, members approved the delegation of authority to determine annual membership fees from the General Assembly to the Executive Board, with 45 votes in favor.
