National License Rulings for League One Clubs

Federation’s Club Licensing Department has granted national licenses with financial penalties to five clubs, while referring ten others to the Disciplinary Committee for further sanctions or ineligibility rulings.

National License Rulings for League One Clubs

The 2025–26 Azadegan League (League One) club-licensing cycle officially closed following multiple review sessions by the First-Instance Committee. Based on the department’s comprehensive assessments:

• Licensed with fines (met all mandatory A criteria; minor B-criteria deficiencies):  
  – Saipa  
  – Peykan  
  – Mihan Aryo  
  – Naft Abadan  
  – Mes Kerman  
These five clubs fulfilled every essential (“A”) requirement but failed to complete certain secondary (“B”) criteria. Their final license is approved, subject to financial penalties to be determined by the Disciplinary Committee.

• Not licensed (missing documentation on key A criteria):  
  – Mes Shahr-e Babak  
  – Mes Sungun Varzaghan  
  – Fajr Shahid Sepasi  
  – Pars Jonoubi Jam  
  – Naft Bandar Abbas  
Due to incomplete uploads against several mandatory infrastructure, personnel or legal benchmarks, these clubs were deemed ineligible for a national license and have been referred for disciplinary review.

• Ineligible (did not participate in the 2025–26 licensing cycle):  
  – Naft Masjed Soleyman  
  – Shahrdari Nowshahr  
  – Naft & Gaz Gachsaran  
  – Shahr-e Raz Shiraz  
  – Shahrdari Astara  
  – Damash Gilan  
  – Be’sat Kermanshah  
  – Nirooye Zamin Tehran  
Eight clubs failed to submit any license application. Per the national licensing regulations, they receive no license and face forthcoming disciplinary measures.

With these rulings, the FFIRI underscores its commitment to enforcing robust sporting, infrastructure, administrative, legal and financial standards. Clubs may appeal further sanctions or license denials through the federation’s established disciplinary channels.
